Deadlines, exemptions, and penalties for the implementation of the ISO 9000 Certificate in companies of the Manaus Free Trade Zone (ZFM)

In December 2022, Interministerial Ordinance ME/MCTI No. 9,702 was published, establishing the deadlines, exemptions, and penalties for the implementation of the ISO 9000 Certificate by companies of the Manaus Industrial Pole. Once the Certificate is issued, industrial companies with approved projects must present it to Suframa and resubmit it in the event of recertification.


What is ISO 9000?


ISO 9000 refers to a group of technical standards that establish a quality management model for organizations in general, regardless of their type or size. The main purpose of this certification is to provide competitive advantage and continuous improvement by correcting errors, reducing costs, and eliminating inefficient processes.


Are companies with approved projects at SUFRAMA required to have ISO 9000 certification?


Yes, as provided for in the Ordinance.


How do the deadlines work?


The document establishes that the implementation deadline is 24 (twenty-four) months from the start date of production indicated in the Industrial Project performance data. This period may be extended for an additional 12 months, provided that the company submits a justified request in accordance with the provisions of the Ordinance.


Exemptions


  • Companies with projects approved by Suframa whose turnover does not exceed R$ 30,000,000.00 (thirty million reais) for two consecutive fiscal years; and

  • Companies with projects approved by Suframa that use raw materials predominantly from the Amazon region of agricultural, livestock, poultry, fishery, beekeeping, mineral, or plant extractive origin.


Penalties

  • Suspension of the Import Licensing Request (PLI); and

  • Cancellation of tax incentives after 12 months from the PLI cancellation.
