The Importance of Investments in FMPES, FTI, and UEA

1. Purpose of the Funds


  • FMPES (State Micro and Small Business and Social Development Fund) The FMPES aims to support micro and small businesses as well as social projects within the State of Amazonas. The fund is managed by AFEAM – the Amazonas State Development Agency, and its goal is to strengthen entrepreneurship and promote social inclusion through financial and technical support.


  • FTI (Tourism, Infrastructure, Services and Interiorization Development Fund)The FTI seeks to promote the economic, social, and environmental development of the region by financing projects related to tourism, infrastructure, services, and regional expansion. It is administered by state agencies, including Amazonastur, and plays a key role in decentralizing economic activities across the interior of Amazonas.


  • UEA (State University of Amazonas)The UEA is a public higher education institution offering undergraduate, graduate, and extension programs in various areas of knowledge. It serves 58 municipalities across the state and is vital for advancing education, research, and technological innovation in the Amazon region.


2. Financial Contributions and Who Must Pay


The Manaus Free Trade Zone (ZFM) was created to drive economic and social development in the Amazon.To ensure that these benefits are sustainable, companies operating in the region and benefiting from state tax incentives are required to make financial contributions to these funds.


These payments act as a counterpart to the incentives granted, and the percentage or calculation basis varies depending on the type of incentive and product classification defined in the respective state regulations.


3. Importance of These Financial Contributions


These contributions are essential to sustaining regional development and public policy initiatives in Amazonas. The funds help:


  • Finance higher education, research, and innovation through UEA;


  • Support entrepreneurship and small business growth via FMPES;


  • Strengthen tourism, infrastructure, and regional integration through FTI.


In essence, these mechanisms ensure that industrial benefits translate into social and economic progress, fostering inclusion, innovation, and local capacity-building.


4. Penalties for Non-Compliance


Companies that benefit from state tax incentives but fail to meet their contribution obligations may face serious consequences, including:


  • Suspension of tax incentives;


  • Fines and administrative penalties;


  • In severe cases, loss of the fiscal benefit granted by the state.


For this reason, it is essential that companies remain fully compliant with their legal obligations and make timely payments to maintain eligibility for state incentives and preserve their fiscal regularity with the government of Amazonas.
